What a cédula profesional is
If you only check one thing about a dentist in Mexico, check this. It is the federal licence to practise, it is public, and it takes two minutes to look up.
The short version
A cédula profesional is issued through the Dirección General de Profesiones at the Secretaría de Educación Pública, Mexico's federal education ministry. It is what makes practising dentistry legal. Every holder is listed in the Registro Nacional de Profesionistas , a national registry that is public by order of the transparency institute and searchable by anyone.
That combination, mandatory plus public, is what makes it useful to you as an American patient. You do not need to trust a clinic's website or a directory's badge. You can go to the source.
What it proves and what it does not
It proves the person completed a recognised dental degree and is federally licensed to practise. That is a real floor, and a surprising amount of dental tourism marketing never establishes it.
It does not prove a specialty. It does not prove the clinic is licensed, which is a separate approval from COFEPRIS. It does not say anything about the quality of the work, the lab, or the materials. And it says nothing about whether the dentist speaks enough English to take your consent properly, which for a US patient is a practical safety issue and not a convenience.
Why a US-trained dentist still needs one
Many of the better-known Mexican dentists trained partly in the United States, and clinics advertise it prominently. It is a genuine positive. It is also not a substitute: practising in Mexico requires the Mexican licence regardless of where someone trained. If a clinic leads with US training and gets vague when you ask for the cédula number, the order of those two facts is telling you something.

What is a cédula profesional?
It is the federal licence to practise a regulated profession in Mexico, issued through the Dirección General de Profesiones at the Secretaría de Educación Pública. For a dentist it is the equivalent in function of a state dental licence in the United States: without it, practising is not legal. Every holder appears in a public national registry.
Is it the same as a US dental licence?
It serves the same purpose but it is not interchangeable. A cédula profesional authorises practice in Mexico, not in the United States, and a US licence does not authorise practice in Mexico. A dentist who trained in the US and practises in Mexico needs the Mexican licence to work there, whatever their US credentials say.
Does having one mean the dentist is a specialist?
No, and this is the distinction that gets blurred most often in advertising. The cédula shows the profession it was issued for. A general dental licence does not make someone an oral surgeon or an orthodontist. Specialties are certified separately, by their own councils, with certificates that expire and have to be renewed.
Can a dentist have a cédula for a specialty as well?
Yes. The registry distinguishes a general professional licence from a specialist one, so a dentist can appear with both. That is a stronger signal than a general licence alone, and it is separate again from board certification by a specialty council.
